The National Hajj Commission of Nigeria (NAHCON) has reduced the mandatory bank guarantee for licensed Hajj and Umrah operators participating in the 2027 Hajj from N250 million to N100 million.

 

The reduction followed concerns raised by stakeholders in the industry over the financial implications of the earlier requirement.

 

The decision was announced in an official letter dated August 3, 2026, and signed by Mrs. Hafsatu Baba Tela on behalf of the Chairman/Chief Executive Officer of the Commission.

 

Addressed to the Association of Hajj and Umrah Operators of Nigeria (AHOUN), the letter acknowledged the association’s formal appeal against the newly introduced operational guidelines, particularly the N250 million bank guarantee, which operators argued could impose significant financial and operational burdens under the prevailing economic conditions.

 

According to NAHCON, the Commission carefully reviewed AHOUN’s submissions before deciding to revise the requirement downward to N100 million.

 

The Commission explained that the adjustment reflects a balance between ensuring financial sustainability for operators and maintaining robust safeguards for Nigerian pilgrims.

NAHCON stated that the revised guarantee aligns with its commitment to the absolute protection of Nigerian pilgrims, transparency in service delivery, and the promotion of higher professional standards across the Hajj and Umrah industry.

 

The reduction marks a major policy shift in the Commission’s proposed 2027 Hajj operational framework and provides much-needed relief for licensed operators preparing for the next pilgrimage season.

 

The bank guarantee forms part of NAHCON’s regulatory measures aimed at ensuring that tour operators possess the financial capacity to fulfil their obligations to pilgrims and minimise the risks associated with service failures.

 

The Commission concluded the correspondence by extending its appreciation to AHOUN for its engagement and reaffirming its commitment to working with stakeholders to strengthen Nigeria’s Hajj administration while implementing reforms designed to improve service delivery and accountability in future pilgrimage operations.
