The Association for Hajj and Umrah Operators of Nigeria (AHUON) has sought a meeting with the National Hajj Commission of Nigeria (NAHCON) to present its observations and recommendations on the guidelines governing tour operators’ participation in the 2027 Hajj exercise.

 

In a letter dated July 22, 2026, and addressed to the Chairman of NAHCON, the association acknowledged receipt of the Commission’s circular outlining the conditions for tour operators and commended the regulator for prioritizing experience, honesty and integrity in the selection process.

 

AHUON said the emphasis on credibility over financial strength aligns with its long-standing position that quality service delivery should remain the foundation of Hajj and Umrah operations in Nigeria.

 

However, the association noted that consultations with its members revealed concerns that some of the newly introduced financial and documentary requirements could inadvertently sideline experienced and service-oriented operators who have consistently served Nigerian pilgrims over the years.

 

To address the issues, AHUON requested an audience with the NAHCON Chairman, proposing a meeting involving its Board of Trustees and national executives to present suggestions aimed at refining the regulatory framework while maintaining high standards of accountability and service delivery.

The association expressed confidence that constructive engagement with the Commission would strengthen collaboration between regulators and licensed operators, ultimately benefiting Nigerian pilgrims.

 

One of the major reforms introduced by NAHCON is the replacement of the previous cash deposit requirement with a N250 million bank guarantee for participating tour operators.

 

“The replacement of cash deposit with bank guarantee to the tune of N250,000,000 is a regulatory reform designed to protect Nigerian pilgrims from financial scams and ensure only viable, trustworthy tour operators handle deposits.

 

While several travel associations have raised concerns that this might force some agents to borrow, NAHCON has positioned this as a measure to stabilize the industry and restore confidence,” the Chairman and Chief Executive Officer of NAHCON, Amb. Ismail Abba Yusuf, told Hajj Gazette in an exclusive interview.

 

The policy has generated debate within the Hajj industry, with some travel associations expressing concerns that the financial requirement could pose challenges for smaller operators.

 

However, NAHCON insists the reform is aimed at strengthening financial accountability, safeguarding pilgrims’ funds and ensuring that only operators with demonstrable financial capacity participate in the annual pilgrimage, thereby promoting a more transparent and sustainable Hajj industry.
