Meet Ambassador Ismail Abba Yusuf, Nigeria’s New NAHCON Chairman

Ambassador Ismail Abba Yusuf has been nominated as the new Chairman and Chief Executive Officer of the National Hajj Commission of Nigeria (NAHCON).
The appointment which is subject to Senate confirmation, marking a return of an experienced technocrat to the forefront of Nigeria’s Hajj administration at a critical operational period.
A retired career diplomat and former Nigerian Ambassador to the Republic of Türkiye, Yusuf brings more than 35 years of public service experience spanning diplomacy, policy coordination, and pilgrimage administration.
His appointment follows the resignation of Professor Abdullahi Saleh Usman and comes as preparations for the forthcoming Hajj season enter an advanced stage.
Born on July 7, 1962, in Mubi, Adamawa State, Yusuf earned an honours degree in Political Science from Usman Danfodiyo University, Sokoto, in 1985. He completed his National Youth Service Corps programme in 1986 and joined the Nigerian Foreign Service in December of the same year, beginning a diplomatic career that would see him rise to the rank of Director in 2013.
Over the course of his service, he held postings in Nigeria’s diplomatic missions in Argentina, Italy, and China, while also serving across several strategic directorates at the Ministry of Foreign Affairs headquarters, including Analysis, Operations, Training, and Administration.
In 2021, he was appointed Ambassador Extraordinary and Plenipotentiary to Türkiye, where he played a central role in strengthening bilateral ties. His tenure in Ankara was defined by expanded cooperation in defence and security, as well as increased engagement in trade, investment, and industrial partnerships.
Beyond diplomacy, Yusuf possesses deep institutional knowledge of Nigeria’s Hajj governance framework. Between 2002 and 2007, he anchored the secretariat of the Presidential Committee on Hajj (PCH), which was tasked with designing and implementing policy reforms to improve the coordination of Nigeria’s annual pilgrimage to Saudi Arabia.
The committee’s work laid the groundwork for the establishment of NAHCON in 2006, where he also served as Schedule Secretary during its formative phase.
In 2005, he served as Secretary of a high-level Federal Government delegation to Malaysia and Indonesia to understudy their Hajj management models. Insights from that mission influenced structural reforms within Nigeria’s Hajj administration, including early efforts toward the Hajj Savings Scheme. He later served as Secretary to two successive Federal Government delegations under the Amirul Hajj structure in 2012 and 2013.
Yusuf also had a stint at the Presidential Villa between 2011 and 2013 as Special Assistant on Presidential Matters in the Office of the Chief of Staff to the President. His responsibilities included policy analysis, executive briefings, and coordination of presidential programmes.
Fluent in Hausa, Yoruba, Igala, English, and Spanish, Ambassador Yusuf is regarded as a seasoned administrator with cross-sectoral experience in diplomacy and pilgrimage management.
