Hajj: Saudi Introduces Unified Contracting Package for Overseas Pilgrims
By Abdulrazaq Auwal
Saudi Arabia has introduced a new unified Hajj package that allows agencies and pilgrim offices serving international pilgrims to contract key Hajj services through a single online request.
The new arrangement brings together essential services covering accommodation in Makkah and Madinah, facilities at the holy sites, transportation and meals, streamlining the contracting process for organisations responsible for overseas pilgrims.
Under the package, agencies can submit one online request covering the core services required for their pilgrim groups rather than arranging each component separately.
The system also allows agencies and pilgrim offices to add optional services based on the specific requirements of their groups.
The move is part of Saudi Arabia’s broader effort to digitise and integrate Hajj operations, particularly the management of services provided to pilgrims arriving from outside the Kingdom.

For overseas Hajj operators, the unified contracting model could simplify coordination with service providers and provide a more structured way of securing accommodation, transport, catering and holy-site services before pilgrims arrive in Saudi Arabia.
The development could also have implications for Nigerian Hajj operators and state pilgrim authorities, who typically coordinate multiple service components for pilgrims travelling to the Kingdom.
By consolidating those components into a single digital contracting process, the new system may reduce administrative fragmentation and make it easier for overseas operators to plan their Hajj packages around the services available through Saudi Arabia’s approved systems.
However, the practical impact on individual countries will depend on how the new contracting arrangement is integrated with each country’s Hajj administration, including national regulations, pilgrim quotas, payment arrangements and existing Saudi digital platforms.
The new package signals another step towards a more integrated and technology-driven Hajj management system as Saudi Arabia continues to restructure services for the growing number of international pilgrims.
